Covenants and Restrictions

The HOA Board would like to take this opportunity to remind homeowners of the Harps Mill Woods covenants, and to tell you about the new form available on the website to share your concerns regarding covenant violations.

Harps Mill Woods Covenants

  • Trash, rubbish, stored materials or other unsightly items are not to be kept on the homeowner’s lot.
  • Trucks or commercial vehicles in excess of ¾ ton load capacity are not permitted, nor are wrecked or junked motor vehicle or vehicles without current license plates.
  • Changes to home exteriors, fences, decks, additions and other exterior improvements need to be submitted through the Architectural Committee for approval before work begins.  The Architectural Review form can be found on the website.
  • Home exteriors and lots are to be maintained.  This includes keeping the grass cut and the landscaping maintained.
  • Parking on the street regularly is prohibited.  Our streets are narrow, and emergency vehicles must have access to homes in case of emergencies.  Street parking also makes it difficult for neighbors to get in and out of their driveway.
    • If you need occasional overflow parking, the pool parking lot is available.  Please keep in mind during these hot summer months, many neighbors are enjoying the pool and there are limited parking spots available there as well.
  • Personal, residential pools will be reviewed on a case by case basis.  Above ground pools are not allowed but inground pools may be considered.  Please fill out an architectural review form and submit to be considered.

What if you have a concern with a neighbor’s covenant violation?

As always, we encourage you to talk with your neighbor.  This is generally the best and most effective way to resolve a concern.

If violations still occur, complaints can be submitted through the form on the website.  Please complete the website form which includes information about the violation, the address that is in violation, the date, and your name and address.  If the violation is parking related, we also ask for the date and time the car was parked, address where the car was parked, information about the car such as make, color and license number.

What happens when the HOA Board receives a complaint?

When the HOA Board receives a complaint, we will inform the homeowner that a complaint has been received and request that they resolve the issue.  We strive to mail the complaint to the homeowner within 24 hours of receiving the complaint.

Please note: If a homeowner receives complaints on 2 separate days in a calendar month, a fine of $50 will be added to the homeowner’s HOA dues.  Each violation after the second complaint over the next 90 days will result in an additional $50 fine. 

What should you do if you own rental property?

Owners of rental property need to inform their tenants.  If tenants violate the covenants, it is the owner that receives the notification of complaint and any subsequent fines.
